"Territorial Integrity" In Public International Law
(The Case of Nagorno-Karabakh)

The notions of “self-determination” and “territorial integrity” are often used with regard to the Nagorno-Karabakh conflict.

Unfortunately, these legal terms are largely misused mostly due to political motives. One of the grave misinterpretations of the said notions was made by Ambassador-to-be (or not to be) Matthew Bryza when he declared: “There's a legal principle of territorial integrity of states, there's a political principle of self-determination of peoples.”

The Looming Kurdish Challenge

What follows may seem a premature concern--like the proverbial counting chickens before they are hatched. It was prompted by the resumption of hostilities between Kurdish fighters and the Turkish army. An additional incentive was the attendance of ARF representatives at the third convention of the Patriotic Union of Kurdistan in Suleimanieh, Iraq earlier this month.

For a number of reasons, Armenian-Kurdish relations have come to the forefront of Armenian attention. From the Armenian standpoint, the priority is the lands in Western Armenia, a Turkish-occupied area mostly inhabited by Kurds.

Kurdish Guide Proposes Return of Ararat to Armenia

The author is describing his conversation with the Kurdish guide (Ferhat) in Turkish Kurdistan, near Ararat.

"Ferhat opened his penknife and used the blade to sketch the impending incursion in the dirt. Future Kurdistan, we saw, would include not only south-eastern Turkey but also parts of what is now Iraq and Iran. 'All we have to do is be patient. Nelson Mandela spent almost thirty years in jail before he became president and that's the way it will go with Abdullah Ocalan, too.'

ARF Leaders Attend Kurdish Convention

YEREVAN (A.W.)—A delegation representing the Armenian Revolutionary Federation (ARF) attended the third convention of the Patriotic Union of Kurdistan Party (PUK), which kicked off on June 1 in the Suleimanieh area of Iraqi Kurdistan.

Attending the opening session of the conference were Jalal Talabani, Iraq’s president and PUK secretary general; Masoud Barzani, an Iraqi Kurdistan leader and chairman of the Kurdistan Democratic Party; Nouri al Malaki, Iraq’s prime minister; as well as representatives of political parties, diplomats, and delegations to the convention.

Israel Lobby Discovers a Genocide

Some of the most powerful leaders in the American Jewish community have stepped forward in recent days to acknowledge the 1915 Armenian Genocide at the hands of Ottoman Turkey.

On the surface, this would seem unremarkable. As victims of the Holocaust, Jews might be expected to stand beside the Armenians and their tragedy. After all, the massacres and death marches across Anatolia during the fog of World War I became a model for Hitler himself.

Shifting Sands of Mideast Politics

DOHA, QATAR – A tour through this region has opened my eyes to what I had failed to see from North America: that a new Middle East is emerging.

The slow death of Arab nationalistic and authoritarian states, such as Egypt and Syria, created a power vacuum. So did the American misadventure in Iraq and its pre-occupation with Afghanistan. The void is being filled by three new regional players – Turkey, Iran and the oil- and gas-rich states of the Persian Gulf.
